What is KC3?

 

Since 1994, Kentucky Coalition to Carry Concealed, Inc., has worked on behalf of Kentucky citizens to secure a concealed carry law that would permit law abiding citizens to have the means to defend themselves from criminal attack when traveling outside their homes.  During late 1994 and early 1995 we were working on coordinating with others in Kentucky to have a combined front to offer the General Assembly.  In June of 1995 we incorporated and really began to get somewhere.  During the rest of 1995 we began publishing a newsletter, began circulating petitions (just about the most successful petition drive in the memory of the General Assembly), went to gun shows and appeared on radio and TV (which we continue to do), met with legislators and others and kept our members informed as to how things were going.

In 1996 we went to committee meetings and testified on behalf of concealed carry.  We presented our petitions to Governor Patton.  We talked to legislators, friendly and otherwise; we sat in the gallery of the senate (the house was a foregone conclusion) and watched as concealed carry was passed.

In 1997 we faced a challenge from Governor Patton and one state employee union.   The Governor was persuaded to promulgate an Administrative Regulation barring concealed carry from state office buildings occupied by the Executive or Judicial Branches.  This was done despite our testimony on several occasions opposing the order and pointing out it was not permitted by the law the General Assembly passed.  A Joint Committee of the General Assembly agreed with us, but Governor Patton promulgated the law anyway as he was permitted to do under Kentucky law.

In 1998 we worked on behalf of Rep. Damron’s bill to improve our concealed carry law, particularly as to reciprocity, and testified before committees on attempts to enact Governor Patton’s Admin Regulation into law; and we were successful.  His regulation died when the 1998 General Assembly adjourned without enacting it.  We helped get the friendly amendments through the General Assembly to improve our concealed carry law.

That’s the past, now we continue on to keep our concealed carry law the best in the nation.  We think that’s what it is anyway.  Please join with us to keep it strong.
