Up to 3,000 Kentuckians got permits to carry concealed deadly weapons without taking the required training because instructors issued fraudulent paperwork, state and federal officials announced yesterday. In return for a fee of up to $75, the instructors certified that people had completed training when they hadn't, according to federal indictments.

Foes drop drive against gun law
LANSING, MI -- Overwhelmed by circumstances both in and out of their control, opponents of Michigan's new concealed weapons law are giving up on plans for a ballot proposal to overturn it in 2002. Representatives of the group People Who Care About Kids said they won't mount a petition drive to place the issue before voters -- primarily because they don't have the money to run a campaign, and without it they're afraid a repeal of the law would be rejected.

KC3 at First-Ever National Night Out 
KC3 participated in the first-ever National Night Out event held in Frankfort, Ky. by the Franklin County Crime Commission this weekend, Saturday, Sept. 8th, and it was a success for all concerned. KC3 Board members Melissa and Tyler Allison, Bob Jaynes and Shelby Riggs and Charles Riggs were there passing out Eddie Eagle brochures, coloring books, stickers and posters to the hundreds of kids and their parents who attended. We had a TV set up playing the Eddie Eagle gun safety video, and answered questions from parents on how to get this valuable info and program for their schools and kids. more...

Campbell Co. to lift gun restriction: Permit-holders can carry in parks
KC3 board member, Tyler Allison, leads challenge to illegal ordinance. Campbell County soon will allow people with permits to carry concealed guns in its parks. County Attorney Justin Verst recommended Wednesday that the Fiscal Court change the county's current ordinance, which prohibits firearms in all county buildings and parks. He recommended the county modify the ban to make it apply only to county buildings. more...

Newport cancels gun buy-backs
The Newport Housing Authority is canceling its second gun buy-back after realizing that President Bush's order six weeks ago ending the program also directed that remaining funding be reallocated to other programs.

New Ohio Lawsuit To Be Filed Friday to Allow Carrying of Firearms for Self-Protection
(August 23, 2001) - The Second Amendment Foundation (SAF) will file a new lawsuit on Friday to overturn the unconstitutional ban on the means of self-defense outside one's home that bars legal concealed carrying of firearms by law-abiding adults. The new lawsuit is similar to the Cincinnati lawsuit that initially won a temporary injunction but has since stalled in the Ohio Supreme Court on minor procedural issues.

La Grange City Council and Fiscal Court passed ordinances clarifying the zoning classification for the Industrial Park District that would allow for the possibility of an indoor shooting range to locate in that area.

New Policy on Firearm Background Checks
United States Attorney General John Ashcroft is seeking public comment on a new policy involving firearm background checks. Our rights under the Second Amendment have been abused by retaining our personal information long after our background checks have proven us to be "clean".

Previously, under the Clinton administration, background checks were retained for up to 90 days with out reason. Mr. Ashcroft wants Instant Background checks to return to what they were supposed to be, Instant. Under the new policy background checks will be deleted within 24 hours.

The Attorney General is accepting public comment until September 4th, so please let him know that we as sportsmen and firearm owners support this new policy. You should state that you feel applications should be destroyed immediately.

Try your hand at shotgun, rifle, pistol, archery and muzzle-loading. This is a fun, introductory event designed to teach women the basics of the shooting sports. No prior knowledge or experience with firearms is required. You will receive hands-on instruction about safe handling and marksmanship in a safe, non-competitive atmosphere. Bring your own equipment or use some of our loaners.

Cost is $10.00 and includes lunch, loaner equipment and eye/ear protection.

Michigan Supreme Court Upholds Concealed Weapons Law
In a 4-3 decision, the state's highest court ruled that the $1 million appropriation that the Legislature added to the law prevents it from being subject to a statewide vote in the 2002 election. A group opposed to the new law, People Who Care About Kids, collected 230,000 signatures to prevent the law from taking effect until it's approved by voters in a referendum. But gun rights advocates argued that the Michigan Constitution prevents budget bills from being the subject of a referendum. more...

TWO LEADING GUN CONTROL GROUPS MERGE IN U.S.
WASHINGTON (Reuters) - One of America's leading gun control groups said on Thursday it would merge with the Million Mom March, a grass-roots movement of mothers who organized a massive rally last year against gun violence. The Brady Campaign and the Brady Center to Prevent Gun Violence, and the Million Mom March said the two organizations would officially merge on Oct. 1, making the mothers' group a part of the Brady group.

ASHCROFT ANGERS GUN CONTROL GROUPS
Wants Background Check Records To Be Held For Only One Day
The Bush administration moved on Thursday to sharply restrict the amount of time that gun purchasers' instant-background check records can be kept by the government. In a decision assailed by gun-control advocates as a gift to the National Rifle Association, Attorney General John Ashcroft said the administration would propose that such records be held for just one business day after a sale.

Property appraiser Kim Bryant clearly recalls the April day when she entered an abandoned Cincinnati house for an inspection. After checking the condition of the basement, she was returning up the stairs when four men grabbed her. A neighbor then burst into the house with a gun and Ms. Bryant thought, "Oh my god, now there's one with a gun.“ As the attackers scattered, Ms. Bryant realized she was being saved. CONCEALED WEAPONS ISSUE SPLITS REPUBLICAN CANDIDATES IN NEW JERSEY
Marilyn Lapidus says she wants the right to carry her .38-caliber Ruger handgun in her purse, especially when she's out shopping at the mall. For Debra Wachspress, the very thought of New Jersey residents toting weapons around like lipstick gives her "the creeps." Lapidus, a 47-year-old Morris County mother of two teenage boys, says the U.S. Constitution gives her the right to carry a firearm in her purse or glove compartment for protection, but it's illegal, with some exceptions, in this state.  That's the main reason Lapidus and other members of the Second Amendment Sisters prefer gubernatorial candidate Bret Schundler over Bob Franks in the June 26 Republican primary. more...

New Kentucky IDPA Club
The very first monthly IDPA match hosted by the "Franklin County Sportsman's Club IDPA Studies Group" in Frankfort, Ky. will be held on June 24, 2001. We'll be putting on a demonstration of IDPA basics for the local members who haven't seen IDPA yet, and will have 4 stages/COFs for those of you who're ready now to shoot with us.

UPCOMING FNRA EVENT IS NIGHT OF FUN, FOOD & FUND-RAISING
Elizabethtown will host it's 2nd annual Friends of NRA dinner and fund-raiser at 6:00PM on 4 August at the Pritchard Center.  If you've never been to one of these events, you need to come to this one.  They're a HOOT!  A ticket gets you in the door, an evening with other shooting enthusiasts and dinner by one of the best restaurants in the area.  The evening is filled with games, drawings, and a live auction to win a large number of items, including guns, shooting/hunting equipment, framed art, crafts, jewelry, gift certificates, just to name a few.  Many items are unique to FNRA events.  And many other items are donated by local merchants.  Even if you don't bid on anything, it's still a great time.  All net proceeds are distributed to firearm education, training and safety programs, mostly for youth organizations.  Everyone is invited, but you must buy a ticket in advance to attend.  Tickets are $25 for adults (2 for $40) and $15 for children, which includes dinner.  You can! Alabama's Governor has signed Bill 122, the Gun Reciprocity Act. Senate Bill 122 allows a person licensed to carry a handgun in other states to carry one in Alabama, as long as that state¹s licensing laws coincide with Alabama¹s. Under the new law, the attorney general will publish a list of states whose laws meet the requirements. We should be able to be carrying in Alabama with our permits once this goes into effect in August!

Tennessee changes law on CCW in places which sell alcohol
The Tennessee Legislative Web site is reporting this morning (6/8/01) that the Governor DID NOT sign this legislation which changes the rules on firearms possession in places that sell or serve alcohol.  Since the governor did not sign or veto the bill within 10 days it automatically became law.  The law goes into effect on July 1, 2001.  The text of the law is available here

Ohio House has concealed-carry options
More restrictive version appears to have best chance of passage
COLUMBUS - The battle lines have been drawn in the Ohio House between dueling bills allowing law-abiding citizens to carry concealed handguns. Leadership is trying to bury a bill patterned after a Vermont law that would allow the carrying of concealed weapons without a license unless otherwise prohibited by law from doing so. Instead, the favored version is a more restrictive measure requiring criminal and mental health background checks and firearm training before an Ohioan could get a license to carry. more...

New Mexico CCW Battle
Ordinance #108, Albuquerque Mayor Jim Baca's proposal to prohibit trained, law-abiding citizens who obtain a New Mexico Right to Carry permit from carrying a concealed handgun within Albuquerque's city limits, has been pulled from the Finance & Government Operations committee agenda for Monday, June 11. We'll keep you posted on any future action that is scheduled. Also, the City of Espanola will hold a hearing for public input on "opting out" of New Mexico's new Right to Carry law on Monday, June 11, at 6:30 p.m. in City Hall, located at 405 North Paseo de Onate in Espanola. Please make plans to attend and show support for a uniform, statewide carry law for trained, law-abiding citizens. Another hearing is tentatively scheduled for June 20, and we'll report details as they become available.

Students in pistol course set sights on self-defense
Boone County sheriff's officer stresses importance of proper training. With the midday sun boring down, Marion County probation officer Tammy Harris draws a bead. She aims for the chest. Dead center. Even with her mark just a few feet away -- a conversational distance that characterizes most violent confrontations -- she can't be sure the slug will hit home. Aussie Crime Soars Again: Another Gun Control Success?
Crime has soared across Australia during the past year with the number of people attacked increasing by almost 7,000 and sexual assaults by 1,500. The Australian Bureau of Statistics (ABS) survey of crime recorded by police in 2000 shows the number of crime victims increased in just about every category except murder. There were 302 people murdered in 2000, compared with 343 in 1999. more...

The U.N. Regime-Protection Plan
Memo to independent-minded peoples of the world: stock up on guns and ammo now.  The U.N. is near agreement on a measure to restrict small-arms sales to "rebels and resistance groups" the world around. Forget Senator John McCain’s incumbent-protection plan currently being marketed as a "campaign finance reform bill." The U.N. small arms restrictions would be a genuine incumbent-protection plan.
